How does the Victorian state nomination process work?

You can only be nominated by the State of Victoria if you have lodged a Registration of Interest (ROI).

To be selected, a candidate must be working in one of Victoria’s target sectors using STEMM skills. STEMM is an acronym that stands for Science, Technology, Engineering, Mathematics and Medicine.

As you can see from the list of invitations above, invitations are restricted to applicants in the STEMM areas.

Some specifics about Victorian ROI’s

ROI’s (and the actual nomination if you’re invited) are free.

ROI’s submitted in the last program year (2020 – 2021) are no longer valid, and new ROI’s must be submitted for this program year.

There are no submission windows – ROI’s may be submitted at any time.

ROI applicants must be living and working in Victoria, in a STEMM field in a target sector (see below).

ROI’s that are submitted outside of the target sector/STEMM requirement will be removed from the selection pool.

Qualifying ROI’s with lower scores may be selected over those with a higher score if the applicant is deemed to have exceptional talent or contribution to the target sector.

You can only have one active ROI in the system.

You cannot have a separate ROI for each visa Subclass (i.e., you cannot submit one for a Subclass 190 and a Subclass 491 visa)

You cannot update an ROI once submitted. If your circumstances change, you must withdraw your ROI and submit a new one.

ROI Target sectors are:
  • Health
    • Includes professionals providing medical services, education, R&D.
  • Medical Research
    • E.g., drug development, clinical trials, medical device and other medical product development, digital health.
  • Life sciences
    • E.g. Medical technology, biotechnology, pharmaceutical.
  • Digital
    • Only cyber security or digital games skills, although applicants without cyber security skills may be selected if using  digital skills e.g., as a software engineer working in medical research.
  • Agri-food
    • Food growth, production and innovation in the agri-food sector.
  • Advanced manufacturing
    • E.g, using STEMM skills in innovative areas in defence and aerospace.
  • New energy, emissions reduction and the circular economy
    • E.g., clean energy, renewables, bioenergy, carbon capture and energy storage.

Submitting a Victorian Registration of Interest:
  1. Submit an Expression of Interest to the Department of Home Affairs’ Skillselect system.
  2. If you have an EOI in the system already which is due to expire within 12 months, you must submit a new one.
  3. Ensure you meet the requirements for the Skilled Nominated (Subclass 190) or Skilled Work Regional (Subclass 491) visa.
  4. Submit a Registration of Interest via the Live in Victoria Portal.
